It's Frances "Frankie" Foster from Foster's Home for Imaginary Friends.

You know, I think I've found my niche. American cartoon characters drawn in anime style. Then just put clouds in background for no reason (it's better than just a plain black bg, right?). Yup, expect to see more of this type of drawing from me from now on.
